The pipeline was originally designed to flow from Eldoret to Kampala, however the discovery of commercially viable oil deposits in western Uganda in 2006 prompted negotiations to reverse the flow of the pipeline to allow Uganda to export any surplus oil.

Reuters reported the Uganda Minister for Energy Simon D’Ujanga as stating that Uganda will stop importing petroleum when the refinery it is building to process crude becomes operational in 2015.

The pipeline from Eldoret to Kampala is to be built under a public private partnership between the Kenyan and Ugandan governments and Libyan contractor Tamoil East Africa. The pipeline was expected to start construction in April 2009; however it has experienced some delay.
